成年年齢の引き下げによって、2022年4月から18歳、19歳については「特定少年」として実名公開が可能となります。
18歳や19歳という年齢であれば、実名公開も致し方ないと思う反面、
10代前半であれば本人や家族のプライバシーの保護や更生促進の観点から実名公開を禁止することに意義があるように思います。報道の自由も、プライバシー保護の観点から一定の制限を受けるのは避けられません。

In Japan, the privacy of criminals who are minors is protected by law to give them a chance for rehabilitation. However, I think that the names and photos of juvenile criminals should be published for the following three reasons.

Firstly, it would serve as a deterrent to juvenile crimes. Some potential underage offenders are likely to commit crimes all the more because they have no fear of being exposed to the public. Furthermore, media exposure would make them realize the severity of the crimes they have committed.

Secondly, it promotes the freedom of expression and the public right to know. Citizens have the right to know, through the media, what has happened and who has committed a serious crime. Moreover, it is unfair that criminals’ privacy is protected, while the victims’ personal information is revealed.

Finally, it will help promote public safety. As the rate of juvenile recidivism is on the rise, people find it increasingly difficult to protect themselves without any specific information about criminals. People can maintain their safety by recognizing the names of juvenile criminals especially with a tendency to commit murder or sex crimes.

In conclusion, for the above-mentioned three reasons, detering juvenile crimes, promoting the freedom of expression and the right to know, and promoting public safety, I think that the names and photos of juvenile criminals should be published.
